2026 Legislative Priorities

Grow Our Economy

A stronger economy starts with bold investment and local flexibility.  

The Indy region is Indiana’s economic engine. To lead nationally, we must expand housing and innovation capacity while giving local governments the stability and tools they need to plan for and invest in growth.  

We support:  

  • Housing Supply Growth: To close Indiana’s housing gap, establish a statewide goal for new housing units by 2028. Create a menu of local housing policy options to increase supply, and extend local authority to use residential tax-increment financing beyond 2027 to finance workforce housing.  
  • Local Empowerment + Fiscal Stability: Eliminate the requirement for annual Local Income Tax re-adoption, allowing rates to remain in place unless local bodies act to change them. Require the Department of Local Government Finance to update cost tables annually for more predictable assessed valuations. Provide predictable, flexible local and regional tools that enable communities to invest in infrastructure, public safety, homelessness response, and quality of place.  
  • Economic Development Tools: Modernize Indiana’s incentive toolkit to make it faster and more competitive. Consider statutory formulas for programs such as EDGE to strengthen collaboration between state and local partners in attracting high-growth businesses and talent.
