2026 Legislative Priorities

Build Our Talent

People power growth, and talent defines the future.  

Attracting and retaining qualified workers remains the top issue for members. Employers need a deeper, more reliable talent pool — supported by access to childcare, graduate retention, and coordinated education and workforce systems.  

We support:  

  • Childcare Access: Transfer oversight of childcare and early learning from the Family & Social Services Administration to the Department of Education to better align quality, funding, and outcomes. Consider scholarship granting organization coverage for age zero to five.  
  • Apprenticeship Expansion: Update liability protections for employers to increase business participation, expand the Indiana Career Apprenticeship Pathway, and connect more students with paid career opportunities.  
  • Graduate Retention & Relocation: Support programs that retain college graduates and recruit new residents through targeted incentives, storytelling, and coordinated outreach campaigns.  
  • STEM Education & Workforce Pipeline: Invest in high-quality STEM curricula and teacher professional development. Create incentives for recent STEM-degree graduates who commit to remain and work in Indiana for at least five years.
